Water hardness in Polk County ranges from 97 to 190 mg/L (5.9 to 11.0 grains per gallon) across the public water systems that publish it. That is moderately hard to very hard on the USGS scale — noticeably softer than Florida's statewide reputation suggests.

Private wells are a different question entirely. Untreated Floridan aquifer water drawn from a residential well is frequently harder than any treated public supply, and hardness is only one of several issues (iron, hydrogen sulfide, tannins) that public systems already remove and wells do not.
There is no EPA maximum contaminant level for hardness. It is a nuisance and appliance-life parameter, not a health-based one.

The Winter Haven gap
If you live inside Winter Haven city limits and want to know how hard your water is, there is currently no official answer.
The City of Winter Haven's 2024 Annual Drinking Water Quality Report describes the source and the treatment train in detail: water is drawn from twenty-one wells in the Floridan Aquifer, then aerated to release volatile compounds, chlorinated for disinfection, fluoridated, and dosed with orthopolyphosphate as a corrosion inhibitor. The report tabulates lead, copper, arsenic, barium, fluoride, nickel, sodium, nitrate, radiologicals, two pesticides, and disinfection byproducts.
It does not report hardness. Neither does the city publish it elsewhere.
Two things follow from that treatment description. First, no softening step appears in the process — aeration, chlorination, fluoridation and corrosion control do not remove calcium or magnesium. So water leaving the plant should be close to the raw hardness of the Floridan aquifer beneath the city. Second, because the city draws from twenty-one separate wells, hardness may vary meaningfully between neighborhoods depending on which wells are serving your part of the distribution system on a given day.
We are not going to publish an estimate of Winter Haven's hardness, because an estimate is not a measurement.
Why Polk's public water is softer than Florida's reputation
Florida sits on limestone. Groundwater moving through carbonate rock dissolves calcium and magnesium, and the state's water is genuinely hard by national standards. The commonly repeated figures for Florida — 15 to 25 grains per gallon — are not invented.
But those figures describe raw groundwater and untreated private wells, not Polk County's treated public supply. The gap between the two is the whole point.
Polk County Utilities treats water differently in different service areas, and the treatment affects what reaches your tap:

The Central system uses ozone and granular activated carbon to remove naturally occurring organic carbon before chlorination.

The East, Southwest and Bradley Junction systems use cascade aeration, which strips dissolved gases — this is why municipal customers in those areas do not smell hydrogen sulfide, and private well owners a mile away do.

Waverly uses chlorine disinfection and a corrosion inhibitor with no aeration stage.
None of these processes remove hardness. What they do explain is why a Polk County Utilities customer and a private well owner drawing from the same aquifer have completely different water at the tap.
If somebody tells you Winter Haven tap water is 20 grains per gallon, ask them where the number came from. The published Polk County figures do not support it.

Private wells: the numbers do not transfer
Roughly the entire hardness discussion above applies only to homes on public water. If you are on a private well, none of it describes your water.
Private wells in Florida are not regulated, not monitored, and not tested by any agency. No Consumer Confidence Report exists for your well. The Florida Department of Health recommends that private well owners test at least once a year, and more often if the taste, odor or color changes, or after any disinfection of the well.

Untreated Floridan aquifer water at a residential well head commonly presents with:

Hydrogen sulfide (the rotten-egg odor). Most people can detect it at around 0.5 mg/L. Between 1 and 2 mg/L it produces the classic rotten-egg smell and becomes corrosive to household plumbing.

Iron and iron bacteria, producing red, orange or brown staining on fixtures and laundry, and rust-colored slime in toilet tanks

Tannins, from organic matter in shallower wells, producing tea-colored water
A softener sized from the public-supply figures on this page will be undersized for a well. Hardness has to be measured at the well.
Sizing a softener from these numbers
Softeners are rated in grains of hardness capacity between regenerations. The arithmetic is:
People in the household × gallons used per person per day × hardness in gpg = grains removed per day
Water-industry planning figures put indoor household use at roughly 75 gallons per person per day.
Worked example — a family of four in Polk County Utilities' Southwest service area (7.7 gpg):

Over a 7-day regeneration cycle: 16,170 grains

A softener should be operated well below its nameplate rating for salt efficiency — typically around two-thirds. A 32,000-grain unit delivering roughly 24,000 usable grains would therefore regenerate about every 10 days.
A 32,000-grain softener is sufficient for that household. A 48,000-grain unit is oversized for it, and a 64,000-grain unit is substantially oversized. Oversizing a softener does not improve water quality; it increases the purchase price and, if the unit is not demand-initiated, wastes salt and water.
The same family on a private well at 20 gpg is a different calculation: 4 × 75 × 20 = 6,000 grains per day, or 42,000 grains a week. That household needs a 48,000- to 64,000-grain unit, and probably an oxidizing filter ahead of it, because dissolved iron will foul softener resin.
Dissolved iron adds to the hardness load. The standard water-treatment rule of thumb is to add roughly 4 to 5 grains per gallon of "compensated hardness" for every 1 mg/L of ferrous iron in the water when sizing a softener. A well with 12 gpg of hardness and 2 mg/L of iron should be sized as though it were roughly 20–22 gpg.
Softening adds sodium. Here is how much.
An ion-exchange softener works by trading calcium and magnesium for sodium. The trade is roughly 7.9 mg/L of sodium added for every grain per gallon of hardness removed.
For a Winter Haven household, that means:

Softening water at, say, 8 gpg would add roughly 63 mg/L of sodium.

Florida's standard for sodium in drinking water is 160 mg/L, so that figure remains compliant. But for anyone on a medically sodium-restricted diet it is not nothing, and it is a reason to consider one of the following:

Leaving the kitchen cold tap unsoftened (a plumbing decision made at install, not afterwards)

A reverse osmosis unit at the kitchen sink downstream of the softener, which removes the added sodium

Potassium chloride instead of sodium chloride in the brine tank, which trades calcium for potassium instead

A salt-free conditioner, which does not remove hardness at all — it alters how the minerals crystallize so they are less likely to form scale. It will not stop hard-water spotting, will not improve soap lather, and will not register as softened on a hardness test. It adds no sodium.
Anybody who tells you a salt-free conditioner "softens" your water is using the word incorrectly.
